Some wrasses will secrete a "web" at night called a sleeping cocoon. They will also secrete it when stressed. I'd just keep an eye on him and be patient. Eventually he'll settle in :D

I have two of those in my tank, they just grew out of nowhere. I'm (im)patiently waiting for them to grow into something more recognizable :D
