electrocuted

Two years ago my buddy traded me his 12 gallon Nano. Everything is doing well other then there is a short somewhere in the system. The tank is on the counter of my kitchen next to my sink that has a metal rim around it. I've found out the hard way that if I touch the metal and my hand is in the tank I electrocute :anxious the :lighting $H!T out of myself. This leads me to not want to touch the tank for a couple months until I forget how bad it felt. I finally have a little extra after the bills this month and I was interested to where you would start to trouble shot this and is there a tool I can use to test the current of the water?

I'd like to turn be able to test the water and turn off the pump, heater and balas individually to see where its coming from but I:m not sure if this is possible or my best solution?

I had the same problem with my 900 gallon pond, turned out the ground plug on my pump had broke although it still looked normal.
The problem is probably in the grounding, i.e. if it were an actual short circuit fuses would break or breakers would trip, like wise with the equipment. If you don't know how to read an electrical meter try unplugging your equipment one at a time until you know longer get shocked.
Something that severe, however may be really obvious like bare wires touching the steel frame or some thing.
