Valid points. You're right, Bush is NOT to blame for Katrina, but I wasn't aware that Louisiana had both a Governor AND Mayor. I could of sworn that a Mayor was the elected head of a CITY not a STATE. But then again, I am the "village idiot", so I guess I could be wrong.
But you are right in saying that it is the individual Mayor's of the coastal cities, together with the Governor of LA, that are at fault.
President Bush did appoint Michael Brown, but at the time he was the best possible candidate. He did an outstanding job as Deputy Director of FEMA and also as a member of CMPC shortly after the September 11 terrorist attacks. Brown was one of the highly praised individuals given credit for the quick response and clean up after the attacks and was therefore a favorite to be chosen as Under Secretary for EPR and Director of FEMA. Much of the blame SHOULD be placed on Michael Brown, and NOT on the President, but the decision to appoint him Director in the first place was, and still is, solidly backed by good credentials and performances in past disasters such as 9/11. Brown did fail in this situation though, and he made the right step in correcting his mistakes by stepping down.
But Brown was by no means "underquallified", although I am pretty sure you meant "under qualified" seeing as how "underquallified" is not a word. But wait.......I'm just a dumbass, redneck Texan, so what do I know??
Anyways..... you are right in that Rita is on our minds now, and she really shouldn't be taken lightly. All Texas Coast reefers, stay heads up, she could be coming right at us. I've got cousins in Katy and they're thinking along the same lines as your folks......If the time comes for mandatory evacuation I hope everyone makes it out okay.
