Silicone problems

Will silicone bond in water? I just made baffles and everything looked great but 24 hours later water began to sip in! I already put LS and LR but don't want to take everything out and start over. Please help.

I honestly dont think that it will bond. If it will, I imagine it would take a very long time for it to fully cure.
