Nano 28gal algae outbreak

Help! My 5 week old 28gal Nano cf quad which has a Cheato refugium with a Nano glo in the back that is on all the time, along with a bag of rowaphos and Purigen has been taken over by algae with high nitrate's and has caused my clean up crew to die over night. I cant understand why I should even have nitrate's in their now.

For some reason the Cheato surely cant be doing its job as it some be growing like mad with all the bad nutrients in their. I'm new to this Cheato algae. I've always used a skimmer in the past which was on a slightly bigger tank of 5 by 2 by 2 !
