Sounds like its time to go get a clean up crew!!! Hope you're excited, I was. Haha. As far as fish go, I'd wait an extra week or two, have the water re-tested just to make sure that there will be no swings. That's just my oppinion, but your water parameters could support fish, so its up to you. Believe me when I quote every other experienced reefer  ... WATER CHANGES ARE THE MOST IMPORTANT THING YOU CAN DO. The algae is good, that means that there will be food for your clean up crew.

Yeah you should be able to get a peppermint shrimp or two, just make sure that you acclimate them well. Peppermint shrimp are good because they eat aipasia.

There is a product called Stability by Seachem. I have been using it to set up my 24 g. i have 2 clowns in the first week. everything seems to be good. My LFS gave it to me (Ipaid for it) and they sold me some pretty good live rock as well. I used some of the water and live rock from my 12 g to get things going. everything is going very well. Stabiltiy is a mixture to give the good bacteria in the tank a boost and helps to get everything going. my lfs is trustworhty and that was the only reason i tried it.

I would hold off on the peppy for a few weeks. Let your cleanup crew go in there and do their thing and let the tank stabilize a little bit.. wait for the nitrates to drop a little bit. I would do a 50% water change or so to help with the nitrates. Then add a peppy.
