It's a setting within the program. After you've made so many posts you get another fish colored in. And the little title under your handle will also change. Just little things to show how often people post etc...

i guess when you break 150 posts you become devoted member with 2 fish, thats a cool little feature

Its a ranking system that I set up when I started the site that is based on post counts. There are 3 ranks or fishes. Check out this thread for more details.
