I have this exact heater and I do recommend it. I'm using the 25 watt one for my new pico that I just started.

It's very important to conceal and keep heaters hidden and this submersible for it's price is the best option.

Same here...I use that exact heater...No problems with it and I can put it anywhere in the tank without worrying about it. Good choice!

I have 2 of those heaters and one was free. I have not had any problems with them at all and at IMAC last year the rep would throw them one the floor and then plug them in with no problems.
I don't use Catalina water (at least not yet) but you should be able to do a normal water change with it but check its pH to make sure its the same as your tank first. If the pH is different you may want to adjust the pH of your tank to match the Catalina water then do water changes as normal.
I am not a chemist or anything but in regards to your alkalinity question, I have found that alk. relates closely to you calcium level. What is you calcium level first? You may need to adjust it as well. HTH, Skip
