is that the tank that you built the stand/canopy for? Did you drain any water and refill to move it ? Reaquascape it perhaps... anyone of those could set you into a mini cycle I think that what you are experiencing is a cycle of some sort break down of a molt or death of some other organic...

They are quite agressive once established ...and will eat ornamental shrimps ...chances are he will be your only fish as he will harass others added after he has set up establishment and they are known jumpers as well

I hope that you didnt add it too soon as your tank is a bit immature yet ....the basselet is more suited to a larger system and will be a bit on the agressive side so you may not be able to add anything else to the tank they also may eat ornamental shrimp which can be a bit on the expensive...

steady temps are key you really want to try to back the temp down a bit to like 75-78 if you can as long as there are no swings to speak of you should be ok to add a frag or two

1st lets touch ont eh fire fish check all around the floor baskets ect check filters and anything he can get to they are known jumpers and may have carpet surfed , on the other hand if you have a cat or a dog look to see if they are smiling , chances are tho he jumped out look real well around...
